Tomás has held the positions of Head of the State Legal Service in Salamanca and Zamora, Deputy Head of the Central Legal Service of the AEAT and of the National Court, and Collaborator of the International Arbitration Department of the Kingdom of Spain in the field of renewable energies.
In 2016, he received the distinguished cross of second class of the Order of San Raimundo de Peñafort.
Tomás is an associate professor at Universidad Carlos III de Madrid since September 2021 and lecturer in the Practicum at ICADE and IE in the field of administrative litigation.
